I burned an .iso to a 52X CD-R in a 48x E-IDE drive successfully. BUT, although I had selected 4x, the trace window showed write speeds ranging from 8.2x to 8.4x.

I don't know whether the problem lies with DVD/CD Toys or with cdrecord itself.
